FIFA spokeswoman Delia Fischer said: "An extraordinary executive committee meeting needs to confirm a date and agenda for the extraordinary elective congress.
"This extraordinary executive committee will convene in July, the precise date of which is to be confirmed this week, and for the extraordinary elective congress there are currently various date options for discussion at the meeting."
Under FIFA rules, a four-month notice is required for any presidential elections to be held and the organisation must also consider time to vet candidates - so an election could take place as far away as December or the early months of 2016.
Blatter has said he will remain in charge until the new president is elected and oversee a number of structural changes, and the FIFA compliance officer Domenico Scala has been appointed to oversee a smooth transition of power.
